How to free-float a barrel?

I had a Remington 700 BDL rebarreled. The new barrel is a little heavier and is tight against the forearm. Should I free-float the barrel. If so, how is this done?

Most rifles shoot best if the barrel is free floated...

Has the rifle been bedded yet? Have you ever bedded a rifle?

Optimally, you'd need some inletting black, a barrel sized dowel rod, some fine sandpaper and/or a scraper and begin removing wood at the bottom of the barrel inlet working your way up the sides where you just want to have a hair of clearance...

I'm certain one of the other members here have a link to bedding and free floating a barrel...
