I rang up Natchez and they said I need a license to order BP, and it costs $600. I think I last ordered some about 10 years ago, has something changed? Does anyone know of mail order sources for this stuff? I only need a lb of 4F.

Give www.powderinc.com a try. They do have a minimum order of 5 pounds though.I get all my powder from them. You can use paypal if you have an account.
