How are bullet weights determined?

I've been gathering info and supplies for reloading, and I've noticed that, within a specific caliber, most of the available bullets are at certain weights, even from different manufacturers. For instance, in .38/.357, a very common weight is 158 gr. Another is 125 gr. Or hunting bullets at 180 gr.

Why these particular weights-why not 165, 132, or 189, for instance? How were these common weights arrived at?
