No, they didn't. They just added them to the list of evil features that makes up the definition of an "Assault Weapon." A semi-auto weapon with a detachable box magazine can have only one other evil feature. That is either a pistol grip, bayonet lug, flash suppressor or grenade launcher.
As long as the rifle only has one evil feature, it's legal.
