Rochester, NY: where to live for CCW?

Well, I'm moving to the Rochester, NY (I know, I know) area in the next couple months. I am currently house hunting and one of my considerations is issuance of unrestricted pistol permits. Some questions:

1) I have read (I think at TFL) that Monroe County is not too bad as far as issuance, as long as one stays outside Rochester city limits. Is this still true? We are primarily focusing on areas SE of the metro area (i.e. Mendon, Pittsford, Rush) right now.

2) What about Wayne County and Ontario County?

3) I understand it is required to provide some references from people who know you. Do they have to be local people? I mean, I'm moving from out of state and there isn't a soul in Rochester who knows me from Chuckie Schumer.

Any other tips/tricks or people to kiss up to that I should know about? Also, if there are any good pistol/rifle ranges in that general area, that would be good to know also.
