A 700P if you really wanted a Remington in .223...all the other 700s in .223 have 1:12 twist barrels, so you'll make lots of pretty keyholes shooting anything heavier than 50-55 gr.

I don't own any Model 70 Winchesters, although the people I know who have them say they're great.

And I have no experience whatsoever with Howas or Tikkas, aside from my Weatherby/Howa Vanguard.

Aftermarket tends to favor Remington and Winchester, if that means anything to you.

Savage makes a fine heavy barrel rifle, the FP series...no, the stock isn't that great, but I think you can get one now with the adjustible Accu-Trigger for about $500 or so. Or you can spend a little more and get one of the heavy barrel Savages in a Choate or McMillan stock with the adjustible trigger for like $700ish I think.

I've always favored the remington, because the sky's the limit for customizing. I've got a PSS in .223, and it shoots great. I compete in varmint matches out to 635 yards, and do pretty well. I've also got a 700 LTR in .308 which I also like.

Why not get a heavy barrel AR-15? Just as accurate as the bolt actions, and much more flexible.

Well, I've owned heavy 223s/22-250s from Remington (Police), Ruger, Winchester (HVB, not Stealth) and Savage and have shot a Stealth in 22-250. I have nothing but praise for the Police but it is a bit pricey and the stock is not for everyone. The Winchester was excellent after I had the trigger worked a but. The Savages have terrible synthetic stocks but the triggers should be good now with the new one. Many report iffy accuracy with Rugers but I have always found them to be excellent. I've also recently become enamored with the Tikka rifles but other than handling a couple of the heavy barrel rifles, my experience is entirely with the sporter weight barrels.

If I were in the market for a new heavy barrel 223, based on my experience with the rifles I've owned and shot, I'd look at the Ruger VT rifles and plan on some trigger work. Of the ones you list, I'd look at the Tikka. It'll probably be your best bet for a perfect, or nearly perfect, out of the box rifle.
