Well, he can't do it by himself. He'll need a small army of highly paid determined enforcers. Just because he and some other goons pass a piece of 'legislation' doesn't mean automatic compliance.

I just can't understand how laws like this are proposed or passed in America. It sounds more like what you'd find in 1930's Germany. When has taking away basic human rights made a populace safer?
