This writeup starts to sound like a placebo. "There, there, citizens: there's naught to worry about." It's difficult to find the right balance of facts (which the author has many of) and patronization. The fact is, if terrs employ a chem/bio weapon in a crowd, people likely will die: just not a lot of them. How many casualties from gas/bugs does it take to instill terror? Answer: not many.:banghead:

How many V2's did it take to break England's resolve, or how many suicide bombings does it take to close markets in Israel. Of course those nations know what it means to suffer. Americans can only read about it in history books.
