Reasonable offer for Bearcat?

I found an alloy-frame Old Model with a 54*** serial. The anodizing is worn at the sharp corners, but the blueing's pretty good. I'd say high-90s overall finish. Thing is, the front sight's been drastically altered. I think it's been welded-up and reshaped, and you can't see light on either side of the blade when peering through the rear notch. There's also two staking punch marks at the left of the base, and the blade itself is tweaked at a slight NW-by-SE angle.

I think this would be an excellent candidate for my idea of installing an adj. rear sight, as the alloy is easier for the gunsmith to machine. Also, I may not have to do anything at all to the front sight for the points of aim and impact to jive. I would sent it off to Ruger for the transfer-bar innards, as this will see use by my young son, mostly. I've already checked with an experienced collector who told me to have at it. The collectible nature of the piece has been ruined due to the front sight work.

Now, the kicker. The dealer seems real ignorant about the gun, and asked me to make an offer!:D I'm thinking that $200 OTD ought to be the upper limit of reasonable, and I just wanted to bounce it off of you folks, here.

When I went back last night, the 'dim' clerk was gone. The owner was real proud of it, butchered sight and all, and stuck at $250.  For that kind of money, I'll by a New Model that I don't have to ship off to Ruger at a cost of $40 to have the transfer bar installed.
