but seriously....
C&R is a 03 FFL that makes you a "Collector of Curio and Relic Firearms". It allows you to purchase qualifying* firearms by mail across state lines (barring state or local prohibitions....) You have to be 21 and have a clean record. It is probably the best $30 a firearms enthusiast can ever spend. You can find out a lot more here:
http://pub176.ezboard.com/bcurioandrelicfirearmsforum
And find directions on how to get one here:
http://p223.ezboard.com/fcurioandrelicfirearmsforumfrm23.showMessage?topicID=3.topic
*Note: Qualifying firearms are >50 years old (relics) or on a list maintained by the BATFE (curios). List can be found here: http://www.atf.gov/firearms/curios/index.htm

Yeah, sure it is. Whoever says a C&R license saves money was high on Hoppes fumes. A 03 license is an enabling device that forces you to spend much more money on guns. In the last calender year I bought:
91/30 Tula ex-sniper
91/30
Mosin M38
Hungarian M-44
Yugo SKS
Turk M38 Mauser
98/22 Mauser
No1 MkIII SMLE
Ishapore 2A
This list doesn't include the guns I bought through a regular FFL.
Then you gotta reload for it. A few more bucks for dies, brass etc.
But I get discounts at Brownells, Midway, Numrich just to name a few.
Hope you like cosmoline. That's one of the free perks usually included with milsurps. Lot's of cosmoline too.
Good luck. One milsurp will begat another and another and so on. Speaking of which, off to the gravel pits Sunday before the playoff games. Taking a Mosin, two Mausers, an Enfield, the SKS, Grandads M99 and just for drill my Tupperware 270.
Down the slippery slope we go.

A lot of times a set of dies, bullets, and a 100 pieces of brass cost more than the rifle.
Whenever I get a new rifle, my wife asks if I can reload for i, when I tell her yes, she often growls at me :p
The C&R is easy to get and is a very good $30 to spend.

Definitely get one if you're 21 and can spare 30 bones. I just got mine over the summer, and I've already bought a K98, a No.4 Enfield, and a Yugoslavian SKS.
The SKSs are especially good buys right now.

I've saved way more than than the $30 fee with the discounts I get at MidwayUSA and Brownell's - I mean I've saved over $30 on more than one order! One order alone at Brownell's I saved $200 getting dealer pricing. :D
Plus that FFL will get you into the SHOT Show. :)

if you can fill out a 4473, and address an envelope, you shouldn't have any problems...

None of it is particularly challenging, just take your time and be thorough.
The "book" is a bound book that is a log of firearm transactions you must keep for all items purchased with your C&R. It is also pretty simple to keep up, and is good information to have regardless. You can buy them ready-made, or find plenty of templates on the internet to print your own. Many folks even use a plain blank notebook and fill in the appropriate information. No majic to it.
Good luck!
Mike Hull, glad you enjoyed that! :p

A C&R is a black hole. Once you get it, there is no end in sight except the bottom of your checking account.
They are easy to get and fun. If you live in NY or CA then you still have to go through an FFL01 so it's not worth it (I think NJ or where that FOID card thing is at is the same).
It is also your ticket to the SHOT SHOW, that is more then worth the price.
Since I have had mine:
Star Model Super 9mm Largo
Nagant Pistol
CZ-52
Albanian SKS
Yugo SKS
Russian SKS
Romanian SKS
*edited to add because I forgot about it: Luger .30 (right now one of the companies (can't find the flyer) has the Luger 9mm's that you can get with the C&R at $639 (or so) each in excellent condition).
You also get discounts (dealer discounts) from Brownells, Midway, and Cabala's(sp, I don't have the catalog in from of me). Not to mention getting the flyers from Century, CDNN, SOG and some others that not only give you prices on C&R's but also dealer pricing on moderen handguns/rifles (so you have inside information on the actual costs of guns and you can be better informed about how much of a markup your local dealer is doing).
But my favorite part of the FFL03 is getting the handgun and/or rifle delieved to your door. It just feels, like freedom.

T,
Look into your laws then. I do believe that in NY you still have to go through your local FFL in order to have the gun sent to that state. IIRC, NY makes you have a pistol permit in order to just have a pistol.
As for long guns, I don't know the law on that one. You may be able to buy those but then again you have your own type of AWB for the state so I don't know if you can get SKS's or not (in the flyers, they just have "no sales to california and just mention NY, NY, etc.. when it comes to standard cap mags.).
