Speer .40 S&W ammo question

I bought several boxes of Speer .40 Gold Dot 155 gr ammo for a very low price. On the back of each box it states "Reclassified not for law enforcement."
Does anyone have an idea what that might be about?

Someone else can probably quote the exact procedure, but LE ammo is not taxed the same (fed. excise tax?) as other ammo.

Speer recalled several lots of handgun ammunition early last year due to some irregularities in the manufacturing process. Here's a link about the recall: http://greent.com/40Page/general/speer-recall.htm

Speer subsequently reissued some of these lots as "reclassified," considering them suitable for range or practice use, but not recommended for self defense purposes: http://greent.com/40Page/general/speer-reclass.htm
