Well, it may not always work, but it is always legal.
If you really want a stopper, get a Taser.

If you get a Taser, get OC as well, as a Taser is a single shot 15ft max range derringer, and BOTH probes have to contact skin to work. When they work, they work very well, but when they don't you are SOL. If you are carrying OC, remember to carry two things - BioSheild to lessen the effects if you get sprayed, and wraparound shades to keep wind driven spray out of your own eyes. Oh, cell phone and see if a Nevada permit can be had by non residents....

Whenever possible, I carry OC and a handgun. www.packing.org indicates an Oregon CHL is honored in Idaho, Utah and Arizona, if you want to take the Salt Lake City route.
www.opencarry.org indicates you can keep a handgun in your car without a CHL in Nevada.
A non-resident can apply for a Nevada CHL, but they must complete their training in Nevada and apply in person in Nevada.

Non-lethal huh? If it must be non-lethal, tasers, stun-guns (dubious) and pepper/oc spray are pretty much your only options.
Impact weapons are lethal. They would also not work very well in the confines of a car. Out of the car, they can be truly awesome weapons. I trekked all over Europe carrying a 50" "walking stick" and the knowledge of how to use it. I never felt poorly armed, even when walking down dark, sketchy alleys at 4:00 AM. I even had a merchant in Camden Towne tell me that I was better armed than three-quarters of the London Police.
A knife (and knowledge of how to use it) would make a good defensive device in the confines of a car. It is a lethal weapon too though.
Best bet is to keep the doors to the car locked and the windows up. That will take care of 99% of the problem right there. Heck, the car itself makes a powerful weapon.
[true-cliche on]Just use your head. That is the best weapon you can have.[true-cliche off]

Dialogue from Peckenpah's "The Killer Elite"
(James Caan) : What have you got in that bag?"
(Bo Hopkins) : "Prima cord, detonators.."
(James Caan) (impatiently) : "Yeah, but what have you got that ain't LETHAL?"
(Bo Hopkins) (with a shrug, and spread hands): "Hey man, EVERYTHING'S lethal!"

I think if you call the local Sheriff Dept. You can can get permission to carry a handgun(if you have an Oregon CHL)

Don't forget the art of being where you should be and not being where you shouldn't. Listen to the locals and have fun where they have fun.

Who's driving, you or your mom?
Leave enough room between you and the car in front of you to drive around if you have to. This includes driving onto the sidewalk to escape a car jacking.
Carry a cell phone and the car adapter for it.
Plan your route down to a level of detail that covers alternate/escape options. If you can find out where trouble spots to be avoided are by calling the LE ahead of time, do so.
Nevada allows you to carry a gun in the car.
OC foam or any of the Fox products are excellent quality. The advantage of the foam is that backspray is reduced.
Carry a 4 in. sheath knife clipped inside the car so that anyone that smashes a window and reaches in to unlock the car can be slashed or stabbed quickly. Don't carry a big kife since your goal to to drive away and not get in a bowie fight. A knife through the forearm distracts people to an amazing extent.
As long as the car runs it is still safer to be in it and driving to a place of safety than it is to be on foot.
