Top Row left to right

#1 - Deomocracy? In every land the citizens have the right of self defense by appropriate means. The bottom part reads something like this. In Germany the politicians and authorities have paid the price for the citizens to be defenseless.

#4 - I would agree with deej except that it says specifically 'our' (unserer) politicians.
