OC: stream vs. cone/inside vs. outside

My GF just moved into a neighborhood that has a vibe a little less safe than I'd like. She's got an upper flat, and her porch lights don't work. At my suggestion, she ordered up some Fox OC, and surprisingly, went one better than I'd hoped and ordered both a 'Cone' and a 'Spatter-stream'. One's for inside, one for carrying around.

Last night we had a discussion about which goes where. Currently, she's got Cone in her pocket for outside use and Stream by the door for inside. Her feeling was that since the confines in the house are tighter than those outside, she wanted a less foggy deployment to avoid peppering herself. Could be sound.

I was thinking that Cone might be easier to use when you're all grogged out from an abrupt awakening, and that the Stream might be better outside as it gives better defensive depth. Could be sound.

Is one of these strategies more valid than the other?

Any input appreciated!

TIA,
Robert

PS: I'm on her about the porch lights, believe me!

The cone works good, but if you are outside and it's windy, you should probably be using a stream. With the stream, there is a less of a chance of the mist coming back and getting her in the face as well. I'd use the cone indoors, but if she does use it outside, watch the wind. Of course that's easy to sit here and type. Whole different story when you actually have to use it though.
