What's a 9mm JSP good for?

Speer offers a 9mm 124gr JSP. What was their intended use for this?
I assume it offers better penetration than the Gold Dot and only moderate expansion, but for what purpose?
Hunting? Seems odd.
Defense?
I'd think a regular ole' RN FMJ would be better for target.
What do you make of it? :confused:

In factory ammo, JSP are legal in some places where JHPs are not. I would guess that since they load it in factory ammo, it is also available as a reloading item as a matter of course. just my humble deduction.

It would also be good for rounds with very high velocities where a hollowpoint designed for 9mm would come apart like the 9x25 Dillon.
