If the first three don't want to help with Operation

Spend that money here and ramp up our manufacturing infrastructure or spread it out to those who do agree with us at large.

Cheap labor (read China) can be had from several other nations who probably need both food and aid.

Divert it to Iraq (after the war), Afghanistan, and the Eastern Bloc nations joining w/ us. That would be a HUGE shot in their economic arm..:D
