I am sure the above word it on the FBI/CIA list but . . .

1. Can anyone explain to me how it works?
2. What effect does it have on say a deer? (curious really I see no use to shoot a deer with one)
3. Is it AP?

I saw on some anti site how bad it was so as soon as I saw that I knew I needed some I just need to find out why.

Consider a search for "Raufoss" (IIRC this is the correct spelling). There is quite a bit of info already posted. Although nothing really adequatly explains how it works ( i am curious too ). Here is one thread that gave some insight:

the Barrett in this video is shooting Raufoss:

if the impact with flesh & bone ignited the payload,
an Armor Piercing, Incendiary, Explosive round
would kinda BBQ bambi on the hoof,
and cause a bit of meat damage:

If you click in the USMC video here they give a brief explanation of the round, and then demonstrate it. Its a pretty cool video.

Edit: Whoops, I didn't realize that this was the same video that Harry Tuttle just posted. Harry beat me to it. I guees thats what I get when dealing with an illegal heating repairman. :)

Also be aware that there are at least several people selling "Raufus" or other slightly mispelled brands of ammo and claiming they are military spec ammo similar to the real Raufoss ammo when in reality, they are basically selling reloaded novelty ammo that they made themselves.

Raufoss doesn't make an MP (multipurpose) round in less than .50 cal. It has a delayed fuze train which causes the round to detonate after penetration.
