ok a wacko CA law, help please i dont get it

i will put up the link, here is a quote from the top of the page, but i cant find in the bill anything.
according to the first part, it would be a crime to have a handgun, pretty much anywhere outside your house, loaded or not, with exceptions. very confusing wording.
This bill would repeal those provisions and establish the new
crime of unlawfully carrying a handgun, as specified. The bill would
make it a crime to carry a handgun in a vehicle or upon one's
person, subject to exceptions, regardless of whether the handgun was
concealed. The bill would also provide additional exceptions to the
provisions establishing the crime. The bill would provide that
unlawfully carrying a handgun is punishable by imprisonment in a
county jail not to exceed one year, by a fine not to exceed $1,000,
or by both that imprisonment and fine, as specified. The bill would
also provide that the offense would be punishable as a felony if
certain circumstances exist, as specified. The bill would further
provide that in certain instances the penalty imposed would be by
imprisonment in the state prison, or by imprisonment in a county jail
not to exceed one year, by a fine not to exceed $1,000, or by both
that fine and imprisonment, as specified. The bill would require
courts not imposing the 3-month minimum sentence to specify its
rationale, as specified.

parts of it seem related to the "sausage king" , factory owner who shot dead 3 meat inspectors, but not really. i cant figure it out, what this law would really even do.'

one part makes it seem as though a bank mananger, if transporting sometihng for the bank, could concealed carry without a permit, but i gotta be reading that wrong.

More of it seems to be focused on prohibiting "open carry" of a handgun in a vehicle, though I thought that was already prohibited. But then there's the intriguing part about dealers being able to loan guns without paperwork (i.e. DROS?). Seems an odd mix.

Mmmmmm. Not sure about the first part but Guns_and_Labs is correct; “open carry” of a handgun in a vehicle is already prohibited. A concealable firearm as defined by the state DOJ is required to be transported in a locked container with the ammunition kept separate. For these purposes a ‘locked container’ is further defined to include the trunk of a vehicle but expressly NOT including the glove box or the storage area between the seats of most vehicles.

See? Clear as mud.

Even worse, as written, this bill would require you to make two trips to the range to go shooting. To have BOTH ammo and a firearm in your car would be a crime.

You could always buy your ammo at the range and pay out the nose...

Oh, and

SEC. 8. Section 626.9 of the Penal Code is amended to read:...
(c) Subdivision (b) does not apply to the possession of a firearm
under any of the following circumstances:...
(2) When the firearm is an unloaded handgun and is in a locked
container or within the locked trunk of a motor vehicle.
This section does not prohibit or limit the otherwise lawful
transportation of any other firearm, other than a handgun, in
accordance with state law.

So a loose handgun with locked-up ammo is OK now as long as it's within the trunk? CA law is so confusing. I sometimes wonder if it wouldn't be better to "reset" the laws.

yeeeeha !

so far it seems like it doesnt change anything and is just some sort of timewaster for the govt.

either that, or theyll be going door to door collecting guns, cant say for sure.
