My Norinco SKS—Military or Commercial?

Can anyone help me figure this out?
The serial number is 24063xxx on an SKS labeled “Made In China By Norinco CAI Ont CA”. It’s factory /26\.
The “24” on the front of the serial number suggests it was manufactured in 1980. I bought it new-out-of-the-box in the very early 1990’s at a gun store in New Mexico, and it does have the bayonet lug. (I still have the box.)
All the parts, including the reddish blond wood stock, are correctly numbered.
BUT, it has a plastic (fiberglass, whatever) cover on the gas tube. The gas tube itself has the last 5 digits of the serial number (63xxx) ELECTROPENCILED on the bottom of the metal cylinder.
When I read about Chinese Type 63 SKS’s over at simonov.net, it says: “Occasionally, one of the tan gas tube covers will make it onto a Type 56 during a repair and got shipped to the US.”
Also, the stock has a repair, shaped like a rectangle with rounded ends… (____________), like that. The repair is on the bottom of the stock, just to the right side of the magazine catch, when you hold the rifle right side up.
The bore of this rifle is in great shape, after several thousand rounds.
Is this a refurbed military rifle? Or is it a commercial variant that might have been issued to the People’s Liberation Army?
Or what?
