The photo's kinda small, but the whole rifle strongly resembles a Finnish M85 sniper rifle with what could even be the issue scope. (I'd have to see the other side of the rifle to tell.) I'm looking at a drawing in Doug Bowser's _Rifles of the White Death_, and the resemblance is pretty strong. If it's a milsurp Finn, it might have a mark on the receiver that says "SA" (for "Suomen Armeija", Finnish Army). If I'm not mistaken, the M85 is what is currently issued to Finnish snipers. It could also be an older Mosin dressed up in an M85 stock, but the scope is a ringer for the M85 too.

Look at that picture, the butt stock isnt touching the towel. This is probably because it's a straight bolt handle.Snipers were built with curved bolt handles to accommodate the scope, and to cycle the next round.
What kind of barrel is that, looks like a stainless steel barrel, kind of defeats the stealth look of sniper black or gray for the stock.
The only thing that looks like Mosin to me is the trigger guard and mag assembly.Besides a original reprodution scope which could be bought thru out the internet.

Looks like a "Bubba" job to me.
