Mostly, IIRC, for ship captains in case of mutiny. A case of "take some down when you go" kind of thing.
Neat looking, but entirely not practical.

Try using thisharper's nock volley gun (http://www.southessex.co.uk/weapons/images/nock2.jpg)

A simple cut down fouling piece of 12 bore or larger charged with shot or chain certainly attended many a captain's travels, tucked in a sash or belt with knife and cutlass. (I know it would in mine)
The duck's foot is a cool piece of curiousa... that last example must have been made for a very paranoid man... and it seems the "leader" of the mutiny gets shot twice!

A question?
Conversation with Revdisk brought an interesting note to light.
Would these legally be considered "fully automatic weapons" because they dispense more than one shot per trigger pull ?
I'd love to know the answer to that.

Edit: Wow, nice volleygun... I wonder what it'd spread if ya loaded it with #4 shot instead of ball... heheh

I believe they are indeed full-auto according to the BATFE, but only if they use cartridges. Black powder muzzleloaders are exempt from all NFA classification.

Would these legally be considered "fully automatic weapons" because they dispense more than one shot per trigger pull ? I think no because they don't produce more than one cycling of the action per trigger pull.
