Home made wad punch?

I find myself needing a few dozen 20 gauge overpowder wads. Since the price of shipping is about twice the actual cost of a box (and I don't need 1000), I thought I would punch some out myself. Punches also run around $20 (sans shipping) so the idea is to make one. Before I started sharpening up various pieces of pipe/tubing in the approximate correct diameters, I thought I would check and see if anyone has done this and the best way to go about it.

Do you have a machinist or toolmaker friend?
Punches of this nature are easily made from drill rod and can be made very durable by "harden by eye" heat treatment.
