What is the shortest barrel length at which a 20ga 1100/11-87 will reliably function?

Remington sells 11-87 Police models with 14" and 18" barrels. They're 12's though, not 20's.

My 1100 Youth model came with a factory 21 inch barrel (measured from the breech face.) Has never failed to function in the 12 years I've had it.
