Knowing Moore, he will revel in the attention. Think of the town brat gleefully giggling into his sleeve in the back row as citizens waste town council time figuring out what to do with him.
IMHO, Moore is a Catch 22. The only way to put him down is to render him irrellevant and below attention, and that means not directing any concerted effort at him, but his fact-challenged work demands strong response.
