Shipment of Pistol Within a State

I know that a firearm can be shipped over state lines only to an FFL, to a manufacturer for repairs, and the like. But does federal firearms law prohibit a non-licensee from shipping a pistol to another non-licensee within a particular state, when both shipper and recipient are residents of that state? I wonder whether federal firearms law governs a transaction which doesn't involve an FFL and which doesn't cross state lines, between residents of the same state. Any ideas? (I understand that one must also comply with the rules of the shipper.)
