In FL, is it legal for someone over 18 but under 21 who bought a handgun in a private party sale to sell it to someone else who is over 18 but under 21?

I don't see why not, but I'd check with your local ATF office for a definitive answer.

Federal law prohibits a licensed dealer from selling a handgun to somebody under 21. Private sales are not regulated by the federal government. State law may or may not prohibit such a sale - check with your local authorities, not the ATF.

I don't see why age would matter. If the 18 y/o bought it private party, it is legal. So why wouldn't it be legal to sell it private party? The new buyer is still qualified, 18+. And I am failing to see why you wouldn't be able to sell your personal property.
