I watched an old episode of Law and Order.

Anyway they've showed people with handgun permits that were not:

a) celebrties or celebs body guards

b) judges/govt officials/police/ect

I thought NYC never issued permits to people outside of the two classes above save United Nations Security personnel?

Is the show trying to portray the NYPD as being liberal with their handgun policies?

Just about anyone can get a permit to possess a handgun. The problem is getting a permit to carry a handgun. Even then, anyone that can prove they carry large sums of money on a regular basis for business reasons can get a carry permit.
