Please be aware that in addition to a barrel length requirement, there is also an over-all-length requirement for shotguns. The ATF "frowns" upon too short shotguns.

Barrel greater than 18 inches from the breachface
overall greater than 26 inches
To measure the barrel;
1. Get a thin dowel and drop it in the muzzle and mark it.
2. Then pull the dowel out and measure from the breach end and mark the dowel at your rough length.
3. Then remove the barrel from the action
4. Then hold the dowel next to the barrel with the muzzle mark aligned with the muzzle
5. Mark the barrel at your rough length.
use your pleasure of tools to cut the barrel. For plain barrels many use a pipe cutter.
Make sure it does not finish off shorter than 18" or the alphabet soup guys might get you.
