Military shotgun shells

Does the US Military buy standard commercial shells or do they use arsenal-manufactured or special contract ammo?

The military uses Winchester #9 00B and sometimes you'll acquire Estate Cartridges #9 00B. They both come in military marked ammo cans (2 per carton 500ea) in the wood carton and wire wrapped. I would "guess" this is special contract ammo. The primer pockets have the red waterproof sealant around them (theres another proper term which I can't think of right now).
