1. Do any companies actually manufacture Garand stripper clips?

1. I do not know if any new Garand en-bloc clips are being manufactured. There are plenty of GI surplus clips on the market though. If you buy in bulk, you can get them for as little as .40 cents each. Check out the usual suspects, Midway, etc. (Btw, Garand clips are techically not stripper clips. They are en-bloc clips. The difference is that the whole unit of clip and rounds is inserted into the magazine. With stripper clips the cartridges are stripped off the clip into the magazine and clip is removed).

2. Garands are CA legal. If you are asking about other rifles, I haven't heard.
