The plan looks reasonable. Based on my experience in the public sector post 9/11 here is what is happening - local/state authorities are meeting now to decide how they can get their hands on as much of the $7.1 billion as possible. Like the various post-9/11 efforts, a public "servant" translates this into a way to possibly increase their scope of influence.

Better be prepared - under "Response and Containment" is this gem

"Where appropriate, use governmental authorities to limit non-essential movement of people, goods and services into and out of areas where an outbreak occurs."

Just another boogey man to chase. Yes it could be a problem, but guess what you aren't going to stop it. By the time somebody knows they're infected they've already spread it all over.
Best idea is to get the anti-viral meds ready and stockpiled.

Besides, I don't trust the goberment to do it right. I can't think of one case where things have gome smoothly.

This flu is more scare-mongering by an ever growing leviathan State. Note: media is part of it.


Currently, there are about 1,000+ animal viruses that *can* make the leap to humans and wipe us all out. It's been like that since the beginning of time, and it will be like that till the end of time.


Why all the panic/news now? Simple. Fearmongering benefits only two- the media through ratings, and the government through distraction.
