There are images of BOTH presidents around looking through "binoculars" with the lens caps on.
Unfortunately no one mentioned that those probably are passive NVGs. For demonstrations in daylight they are outfitted with those apertures with a small hole in the middle to simulate darkness.

This is the other pic in question. Can anyone tell if those are night vision binocs or not. I would tend to think they are in both cases.

I see no other reason for lens caps. And none of the two guys is THAT stupid even if some would like to believe so.

I don't know if it was altered or not but in the first pic, Klinton is looking through standard military Steiner binoculars. The ones Bush has may be some kind of night vision device.

You also need to consider that the president is constantly photographed. I've on occasion lifted a pair of binoculars to my eyes with the lens caps on. I immediately noticed the problem, lowered them from my face, removed the caps, and finally looked through them the way that they were supposed to be. I just didn't have a bunch of photographers taking pictures of my every move. If I did, I'm sure that they could have gotten me at that split second where the binoculars were at my eyes before taking them back down to remove the caps.
Now if either one of them stood there for a minute or two trying to see.... :rolleyes:
