I'm considering purchasing a Rock Island Armory 1911. I've heard good and bad about them, but the price is pretty low.

Any thoughts or experience to share?

No real experience with them. I did fondle one for awhile yesterday. Without shooting it, it seemed to be a fairly decent
GI spec copy. Price is attractive too if only for a no frills beater gun. My FFL is a friend and has done me right on numerous occasions. He says he has been selling quite a few RI's lately.

I wouldn't trade my beat up Sistema for a new one though. :D

If you are looking at the RIA 1911, then I'd also suggest you take a look at the Springfield Armory Mil Spec. It costs about $400 and is a very fine gun.

I'm assuming that a base pistol like this can be tweaked with aftermarket parts (new extractor, etc.) and a throat/polish job into a reliable CCW weapon, correct?

It would be better to have one of those for a truck/camp gun than another wxpensive 1911 or any other handgun.
