The bayo lug is now legal but it's a pain to retrofit an AK with one. The problem is the bayo lug is a integral part of the gas block. These are pinned and TIGHTLY fitted. If you still want to try it, K-VAR (http://www.k-var.com/) sell them.
I assume your AK has a slant brake or other mil-spec brake? Or at least a threaded muzzle? If not you will have to do whatever is necessary to be able to mount one to make the bayo work with it. Something to consider. Dies are available to thread barrels if needed but they're not cheap.

Yup, it's legal from a federal standpoint. I don't know what Montana says about it, but I doubt you'll have a problem. Not sure where to get one. Red star arms, maybe.

Where there is a will there's a way, and someone trying to make a buck.

Another way would be to have a couple new 'tabs' welded on, then file them to proper size.
