The Bushmaster website has an excellent discussion of the differences. Mostly, 5.56 military ammo is loaded to higher pressures than commercial .223, but the differences should not matter to anybody using modern firearms in good mechanical condition.

Looking at the bolt and receiver of an AR-15, and comparing it with a bolt-action rifle, it looks to me like the bolt-action is stronger. I'd sorta think that if there were a factory-load difference in the pressure levels of military and civilian ammo, the military stuff would not be as "hot".
