AC556 police trade in?!?!

This says that they are police trade ins. I was under the understanding that once an NFA class 3 firearm goes form 10, it stays form 10 for the rest of its existance. Someone enlighten me. :confused:

There's nothing that says that a department can't have a fully transferrable machine gun. Form 10s are only used to register previously unregistered guns. Say a criminal illegally converts a semi-auto to full-auto and once it's confiscated the department wants to keep it for some reason instead of destroying it.
Lots of C3 dealers do around to departments in their area offering to trade cash + new post-samples for transferrable guns that the department might have. The department wins by getting new guns, the dealer wins by getting some guns to sell, and everyone else wins because there's another machine gun available on the market that otherwise wouldn't be available.
