Form 4 for suppressors

So I recently got a rather nice metal lathe, and am thinking about making a legal suppressor on it as a project and to help me get familiar with it. How do I have to do the form 4, and how much would it cost? Can I fill out the forum myself, or do I have to have a dealer do it?
As I understand it, I can make various parts (Baffles, ect), as long as I don't make the actual tube with threads, right?
Does anyone know of any forums that deal with this? I found one some time ago, but don't remember what it was and can't find it again.

Actually it's done on a form 1. 200.00 manufactuers tax, same CLEO crap unless you're a corp and has to be engraved with manufactuer (you) city and state.
Can't remember if you have to submit a sketch or details of the design. Some stuff you do.

i believe you must be a C2 manufacturer to possess baffles, although i cannot at this time find the correct law or ruling that address such an issue.
my understanding is that if you are submitting the Form 1 to build a silencer you can only submit schematics and cannot build the components until the Form 1 is approved.
all i found is some Wikipedia stuff on it, which is not by any stretch of the imagination a legal source:
