To me, this reads like an Orwell satire.

Thief Banned from Every Car Park in England

By Ashley Broadley, PA News

A serial car thief with a string of convictions has been banned from every car park in England and Wales, a council said today.

The drastic action was taken by a district judge after an anti-social behaviour order was brought by Manchester City Council against 29-year-old Geoffrey Hampshire, of Wythenshawe, Manchester.

Hampshire, who over 13 years has 27 convictions involving 118 offences, even once stole a car to drive to a meeting with a probation officer, Manchester Magistrates’ Court was told.

He was described in one police statement as “the most prolific car thief in the Wythenshawe area”, the court heard.

His convictions include aggravated vehicle taking and dangerous driving, taking a car without consent, taking a car while going equipped for theft and going equipped for theft.

He was recently released from jail after serving a four month sentence for theft from a car and assaulting a police officer.

The anti-social behaviour order also prevents Hampshire from acting anti-socially anywhere in England and Wales, approaching or threatening any witnesses and using abusive or insulting language or behaviour.

Councillor Basil Curly, executive member for housing on Manchester City Council, said: “This ban now means that Hampshire cannot go into any car park in England and Wales, but especially in Manchester – and that means the one outside your local pub or your supermarket, as well as all the shopping centre and multi-storey car parks.

“If Hampshire makes the mistake of entering a car park and is spotted, he is liable to arrest and jail for breaching his order. He is a thorough nuisance and a persistent offender and we intend to stop him in his tracks.”

The breach of an order carries a maximum sentence of five years in jail.

Wow! That will teach him to steal his cars from the streets instead of parking lots!

Is this anything like the letters they were sending to wanted criminals asking them not to commit crimes?

Oh my!! Until the Thought Police gets better established, perhaps the banishment of cars is in order. Goodness, door locks don't work, alarm systems fail no matter what, Can't blame thief, oh no, not his fault, his "intentions" must be honorable, society must have failed him , yes society is at fault and society must change, not the individual.

Look at how successful our gun laws are, criminals never get ahold of firearms, sure glad we removed those 60 + evil 22 rimfires from an old lady the other day...,yes Thought Police will keep us all safe...

<end sarcasm>

Amazing. This story relates so many vast cultural differences it boggles the mind. Take thisThe anti-social behaviour order also prevents Hampshire from acting anti-socially anywhere in England and Wales,
An order only prohibits Mr. Hampshire from such activity; it sure as shootin' won't prevent him from doing anything he takes a notion to.

No, it doesn't.

You have the right to remain helpless. Should you choose to waive this right, anything you do may be used against you in a court of law. You have the right to an assailant. If you cannot find one for yourself, the court will release one for you. -- Steve Munden, quoted by Jeff Cooper in his commentaries

“the most prolific car thief in the Wythenshawe area”,

It isn't his fault, you see ... it all comes from the childhood trauma of growing up in a town with an unpronounceable name.

A .228 batting average for the prosecution. Way to go, Brits!

I'm sure the fellow is shaking in his boots with fear of yet another arrest. Heck, they might double-dog-dare ban him from their car parks.

He probably switched to cars after they sent him a polite letter asking him not to steal cell phones. ;)

"The Durango 95 drove real horrorshow me droogies."

"...and we went back to town, running over odd squealing things on the way."

More like Anthony Burgess' "A Clockwork Orange".

"What's it going to be then, eh?"

I just wish they would be honest and come out and announce "Crime Pays". I mean isn't that what this peice is really saying? If I were a car thief I'd head right on over there! :D

This is hilarious, the United Kingdom is turning into the future society in demolition man, with Selvester Stalone, and Westly Snipes. How long will it be before violent criminals are confronted by unarmed police saying "Good evening sir, what seems to be your boggle?"

I hate to be mean but I can't wait for Britian's socialist nanny state system to fail.

So where is Mr. Car Thief supposed to park? Is the government infringing upon his right to a parking space? What about his right to park within a reasonable walking distance of his destination?

It seems like the government over there isnt respecting human rights as much as they should be, what a discrace...
