House Bill 1417
DIGEST OF INTRODUCED BILL


Regulation of rifles and shotguns. Prohibits a person from carrying a rifle or shotgun in public after December 31, 2006, unless the person obtains a license to do so from the state police. Provides certain exceptions. Makes the penalties for carrying a rifle or shotgun without a license the same as the penalties for carrying a handgun without a license. Prohibits a person from possessing a rifle or shotgun in a motor vehicle while the vehicle is in operation on a public highway or the vehicle is located on the right-of-way of a public highway unless the rifle or shotgun is: (1) unloaded; and (2) contained in the locked trunk of the motor vehicle or, if the motor vehicle is not equipped with a trunk, a locked case, or other secure container.

I don't get it. It must be the state's way of getting a few extra bucks from the general public. The governor just tried to increase the tax on cigarettes by $.25 per pack, but it was shot down because he didn't show where those funds would be used.
Now the powers that be want to get money from anyone using a shotgun or rifle.

There are several other bills in the house and senate right now that are nutral to pro in loosening up the renewal process.

Well, not that this is any real consolation, but at least there are some friends in the legislature:

HB 1028 protects your right to have a firearm in a locked vehicle, as well as affirms your right to self-defense by removing the "duty to retreat" in the face of a criminal attack!

1028 has been recommended for passage. I'd certainly like to be able to have my firearm in my car at work, given the hours I work. I'd already made up my mind I wasn't going to retreat from a threat unless I had a sure chance at a safe escape.

The sponsors of 1417 are both Democrats (surprise!). John Day, District 100 is on the East side of Indianpolis. It looks as if Popguns range and gun store is in his district. Carolene Mays, District 94 on the Northwest side borders on the public range at Eagle Creek and I am pretty sure Don's Guns, which also has a range, is in her district.
You don't suppose the poor dears have been bothered by people driving around with Awful Rifles in their cars, do you?

It is not likely 1417 will pass, but it bears watching.
