"A Politically Appointed 'Cop' in NJ" ???

I just read an interesting story out of NJ where a politically appointed "constable" is alleged to have asked for "money" to have tickets dismissed, etc.

It also appears this guy has a criminal backgound!

What the heck is a politically appointed constable?

Other than NJ, does any other state have this type of "cop"?
