Hello, I have a 5" RockIslandArmory GI 1911 that shoots low, I installed some 3 dot sights but they shoot low. Has anyone installed something that brings the POI up a bit?

Simple, file the rearsight down 'a bit', a little at a time, and test fire until the pistol hits point of aim-point of impact.
Depending on how much of 'a bit' you need to bring the point of impact up, you may also need to slightly deepen the rear sight notch as you go along.HTH

Onmilo got it reversed. If you want to bring your point of impact up from you current point of aim you need to either raise the rear sight or lower the front sight. In effect bring the muzzle up from its previous alignment.

You didn't say how low the pistol is shooting for you now and at what range. Have you done any other modification to the gun other than changing the sights?

I have a Colt Combat Commander that I had a drop in beavertail grip safety installed as the original grip safety started tearing my hand up. The gun shot higher by 10-12" at 25 yds than it previously did with the same sights that where right on before the modification. Had others shoot it and they got the same results. Returned the Commander to original configuration and put the beavertail grip safety in a Norinco. The Commander now shoots to its original POI which is right on again. The Norinco had the barrel and springs replaced along with a trigger job and shoots perfectly too.
