Is it considered unsafe to remove the safety on a 1911 when you begin the draw, as opposed to when the gun is fully out of the holster and pointed downrange? Thank you.

Yes, it is considered an unsafe practice to click the safety off before the gun is pointed safely downrange.
I am not an IDPA guy, I shoot USPSA. I have not seen an accidental discharge due to this and I hope I never do.
I think you will find that the fastest way to draw is to remove the safety as you are nearing full extension.

I tend to do it as it is coming out of the holster or as I am moving it to the target. Your finger shouldn't be on the trigger until your gun is on target anyway.

It would be wise to expect an accidental discharge (AD) to happen at least once in your lifetime. So, keep the safety on AND finger off the trigger until the gun is pointed at something you don’t mind destroying. Don’t be fooled into thinking only inexperienced shooters with light triggers have ADs. The only AD I’ve seen that caused injury was by a master class shooter, with a Glock.
