Are those clips?

I assume those are Garand clips...looks like they may be in the applcation process for whatever coating it is that they put on them to retard corrosion.

they look that way cause they were photographed in black and white. :p

I am guessing they just went through a deburring process, prior to phosphatizing.

The M1 Garand Clips are being Zinc Coated before the Parkerizing is done.
