Has everything to do with the bATF experiencing intense institutional pain for conducting pogrom against a cult of Bible believers. bATFE wants no chance of it happening again. Those responsible were promoted, not punished. Massive violation of federal law occurred at the behest of the White House. It was a public relations nightmare. No way, no how can bATFE or FBI justify to the public what happened.

They got away with it once. They will not get away with it a second time. Hence the good manners.
