.22 Federal ammo

Not sure this is the right forum, but...
I bought a 550 round box of federal .22 hollowpoints, and I noticed that on one round the bullet seemed kind of loose...as in, I could rotate it around with the case stationary. Anyone know why this is?

The bargain bulk-pack ammo is run on the machines just as fast as they can, while keeping within the fairly looser QC standards for the product.
Even when PERFECT, that bullet is barely held in with a case crimp on a little old "heel" base of the bullet. Getting a bit of sideways pressure in shipping/handling, a bullet that came out undersized in the heel, a case that was cut a hair short and crimped less, can all lead to a "spinnable" bullet.
Shoot it. You're almost certain to still get 2MOA out of a good barrel, 3-4 MOA out of a bad barrel, if using a rifle. Velocity *might* a few fps slower, but whether that matters depends on the ES variation of the whole batch...

Some brands of bulk .22, you can pretty much spin every bullet. Some brands are tighter. They all shoot.
