Can you buy this shotgun with both the ghost sight rings and a heat shield?

No, as the front sight blocks the installation of the heat shield. If you are willing to scratch up your barrel you can still put one on. Big scratches are the result.

Ditto what CaCruisin said. But do you really need a heat shield?

I view this from the practicality side of the house. I would go with a more functional front sight and sacrifice the "tactical" look that the heat shield gives. Just an opinion from a man that owned a base 590 a few years ago.
My package had the front bead sight and the heat shield. I didn't keep it long enough to do any alterations due to an out-of-state move. If I was gong to keep it for the long run, the heat shield would be sacrificed since I don't see a practical need for it.

Mine has a heat shield...but then again I like to see how fast I can run 8 shells out of it and then do bayonet drills. Ok...maybe that's not realistic but I have to justify it somehow! ;)

Mossberg does not sell the 590 with ghostring sights and heatsheld.
However someone has been able to put a heatsheld on a barrel with ghostring sights on it. see pictures below
I found them at http://www.ar15.com/lite/topic.html?b=6&f=1&t=171078
They must have done some major bending to make it fit over the sights.
I have never been burned by a hot barrel on any of my shotguns but it does look cool.

If you want to take a different tack, you can get aftermarket heat shields for pretty cheap that you can bodge on any old gun that have ghost rings built right on.
Also, your heat shield makes an excellent platform for a-drillin' and a-tappin' and experimenting with various nonsense that I'd never in my right mind even think about inflicting on the gun itself. The heat sheild's cheap to replace, and well... It's already fulla holes!
