Today at the MN House O.R., the authoror of the House bill concerning CCW moved to attach her bill as an ammendment to a Senate bill that had come down to them. A very crafty move because the Senate was going to be the key stopping point for shall issue to pass through this year. The house was a sure bet and the Gov. has already indicated that he will sign it if it makes it to his desk.

This action has in effect forced the CCW bill onto the Senate floor. It is widely beleived that there are enough votes in the Senate to pass this through. I beleive that they intend to vote on this as soon as early next week.

I thought for sure that CCW was dead in MN this year due to the Senate DFL efforts.

Question, what bill was attached to where?

Hehe, one of my classmates is from MN (he's a total liberal, his mom is a bigtime lobbyist for homeless people or something like that); he laughed in my face when CCW got defeated two years ago. Payback'll be a :cuss: :evil:

Stick them hard, Minnesota. Speaking of paybacks, NO money for any against this bill--police, universities, teachers at the trough! Anyone who comes out against this, write their names down and cut off their money next year!:fire:

Last year the bill failed, 33-33, in the MN Senate in a vote to pull the bill out of a stalled committee. The main opponent there, Roger Moe, lost to Pawlenty for the Governorship. Getting him out of the Senate was very good news.

I haven't given up on its passage, but I haven't purchased the confetti yet. It's still a hard fight to get it passed.

good grief - if this works and our now-apparently-confused state senate here in MO doesn't pass CCW soon, I'll end up having to move to Minnesota...hey great hunting, but my wife will hit the ceiling - she grew up in VA...and we ain't going back inside the beltway as long as *I* have anything to say about it!

I will be making as many calls to Senators as I can sneak in the next couple of days. We need to have the Senate pass the bill that the House did and not sent it to a Committee so that it can be amended, trashed, and kicked around the floor and dirtying it up.

Call your Minnesota state Senators and have them support and pass the bill as it came out of the House.

If it passes, it will only help WI's push for CCW this summer. Our house and senate are both pro-gun controlled, but the new Dem Gov. Doyle might veto.

It's hoped we'll have a veto-proof vote and he'll not risk the political capital risking an ovveride. He's already in hot water over Indian gambling and other issues.

Myself and my classmates at Brown college can't wait for it to pass. Even the liberal teachers arn't against guns here, i love technical colleges.

MPPA Passes House

It was a very very good day!!

It has also been a long day so this message will just be highlights and the next task at hand.

Thanks to a lot of hard work by CCRN members, members of this e-blast list, the experience of our NRA liaison, a good number of state representatives, and especially Rep. Lynda Boudreau and her staff the MPPA passed the house exactly has we wanted it. Every amendment except one CCRN, the NRA and supporters supported failed. Final passage was by nearly a 2 to 1 margin with the final vote of 88 to 46.

MPPA supporter were superb. They were disciplined. They understood our position and why we held that position and withstood 12 to 15 amendments that would no nothing to support law-abiding citizens. We will publish the list of supporters tomorrow and really encourage you all to write and thank them.

The debate was 5½ hours long and ranged from lighthearted to very pointed and polarized. Probably the highlight on the lighthearted side was an amendment directed at Rep. Tom Rukavina, (a supporter and a real character). The amendment would have specifically banned Rep. Rukavina from being granted a permit!

So - What next!

The MPPA will be sent to the Senate sometime tomorrow or Friday. The Senate will take their vote on Monday. They have two options. First they will vote on sending the MPPA to a conference committee. Voting to send it to conference is a vote to kill the bill. It is completely unacceptable. Should (and we believe it will) that motion be defeated, the next vote is to "concur" with the house, thereby passing the MPPA.

We have from Thursday to Monday to be sure that Senators understand what we want. We want passage. Vote NO on Conference and Vote YES to Concur. Below are the Senate supporters and fence sitters. Call them, E-mail them, be positive, and be polite.

Finally, If you can take Monday morning off, plan on coming to the Capitol. As soon as I know the time they will go into session I will e-blast it out. We are down to the very end game. We are on the ½ yard line, first and goal, 14 points up, with 15 seconds on the clock. This is the time to stay focused and on target. I cannot tell you how much the CCRN team appreciates being able to count on your help and you are a critical part of finishing this off. Four days, forty Senators.

I'm in looney liberal Minneapolis, but I still get to heckle my lefty representatives over this -- and also encourage my friends and family in more reasonable parts of the state to call their Senators.

This is a most interesting change for Minnesota. For those of you who do not know about this state, CCW permits have been almost impossible to get. This is a shall issue state, which means that it's up to your local law enforcement to decide if you get a permit or not. Those in rural areas (outside the Minneapolis/St. Paul seven county metro area) had a much better chance than those of us in the city of ever getting a CCW permit. We have a large population of well meaning, but uninformed Minnesotans who feel that CCW permits will turn this state into a shooting zone. Of course, facts point to the exact opposite with states that have shall issue CCW permits.

Not trying to rain on our parade, but I received a note from MNCCRN:


The message that needs to go to the Minnesota Senators below is S.F. 842 needs to pass and pass before SF 369 (the Murphy may issue bill).

S.F.842 should be the first piece of business before the Senate on Monday morning and should be the first vote. We anticipate that the metrocrats try a procedural motion to delay passage of S.F.842. This delay would greatly increase the chance that the MPPA will go to conference committee and to be killed.

I'm concerned that the delay of SF842 would provide cover to kill MPPA. The DFL will do whatever is needed to kill it.

We need to keep on our legislators.

I live on the SD side of the SD/MN border, so this is indeed good news. I won't celebrate yet, but I will allow a big grin.

Is there reciprocity?
Can non MN residents get a permit?
