Was reading a book recently (set in the '30's) where a character
makes what are in essence shotgun slugs by cutting deeply
around the hull of the shell just above the brass base. When
fired the bulk of the shell departs as a unit leaving only the
brass base in the gun. Is this practical or even safe? Does
anyone have any personal or anecdotal stories about doing
this. I'm not planning on doing it myself but was curious as to
whether this is practical lore or bull lore.

It WAS done.
I don't know how effective it was and I am sure not going to try it in my gun.

IIRC, that's called a New Zealand slug. An older version used way up north had melted tallow poured over shot.

Neither are recommended.
