I'm not entirely sure who it belongs to, but I can't think of any legit US claim to it.

Yes, USA/UK/Australia went in and removed the Ba'ath party from power. Stated goals and justification were preemption of any attack on allied interests, Ba'ath party aiding international terrorism, human rights abuses.

None of those have to do with taking a load of cash from a country with severe problems already. That's called 'looting,' and it's to be avoided.
