I'm pointing to an old thread here:

http://www.thehighroad.org/showthread.php?t=69520

Does anyone know if there were any updates to this?

Upon reading it it looked promising.

L.A. County Sheriff (Baca) and Orange County Sheriff (Corona) are currently being investigated regarding their "favoritism" in handing out badges and reserve deputy I.D.'s.

Any reserve LEO that is a "technical" or Level III status would need to be personally admonished, via the posse comitatus act, before being armed...just like ANY citizen! The current "field" or Level I reserves are deemed as being bona fide LEO's, and would not have to be admonished of the posse comitatus law before being armed. They can also carry within the State of California, but are not considered as being full-time (or retired) LEO's who now have nation-wide reciprocity.

By the way, the Chiefs of municipal police agencies can also approve/sign for CCW permits, not just the Sheriffs of counties.

I wasn't able to find a rural sheriff willing to go along. Had an hour-long conversation with Sheriff Craver in Mendocino, who I consider the best sheriff in the state on RKBA or any other issue. Basically, he was afraid of pissing off every other sheriff to a point where they wouldn't work with him on real law enforcement issues and in doing so put the people of his county in harm's way.

The damnable part is that the worst sheriffs such as LA Sheriff Baca tolerate this exact same gameplan so long as it's limited to a secret elite and doesn't go public. Sheriff Carona in Orange is screwed because despite his "best" efforts (including utter violations of the Public Records Act) his issuance to wealthy cronies in LA has come to light.

Sheriff Baca isn't an elitist, he is an EXTREME elitist! He is the ONLY Sheriff in the entire nation who has a private jet aircraft at his disposal, compliments of the tax payers of the County of Los Angeles! Annual cost for maintenance, fuel, having 2 full-time crews and pilots, plus a complete ground crew....well over $1,000,000 per year!

State of California sales tax is 7.75%.
L.A. County has an additional .5% added onto that, as a "temporary" increase to pay for the 1992 earthquake ("Temporary" is not a word that our politicians understand!).
If Sheriff Baca had his way, the sales tax in L.A. County would now be up to 8.75%....with the additional .5% being used to pay for additional deputies and repairs to the county jail facilities.

HMM! Sort of makes you wonder about the $14,000,000 that the L.A. County Supervisors recently "found"....and handed to Baca!

Can we say higher prices for jet fuel, boys and girls?
